It will be observed that no proper system or or-

ganization existed, and that no attempt was made by Mr. Chat- ham for matters to be duly carried out on recognized profes- sional principles at the right time, but such matters were left to drift and over-lap, and muddle out during execution of works.

Unfortunately, I have had to bear the brunt of such methods year after year.

I submit that, until I deemed it my duty in the interests of Public Service to place the true facts relating to works, before the Government of Hongkong, I was consider- ed a most capable and competent officer, but when I de- clined to be a mere skittle, or plaything, to be placed up or knocked down at Mr. Chatham's good will or pleasure then I am considered otherwise!

I further submit that, if any complaints have been received from Mr. Chatham, the value of such may be guaged by the facts pointed out in this letter and also my letter to you of the 30th January last.

It seems strange to my mind that an officer who finds himself in an unenviable position should be allowed to take advantage of such position to make statements re- flecting on the conduct of others, and I ask for an inde- pendent inquiry in connection with all matters relating to the works.

I am still in doubt whether the Government con- sider that I am responsible for the excessive expenditure and serious delay. If such is the case, I again disclaim all responsibility and would refer the Government to my

letter of the 20th July, 1911, to the Hon: Colonial Secretary

of Hongkong and to other communications.
